What I think need to be done to fix this problem starts with the wording of the Infrastructure of the Department of Agriculture grounds of development, who it was built to serve and why. It's here where corrections can begin the Domino effect in resolving the many issues we add Black People face each and every day when attempting to access Operating Expenditures.
